Rory McMahon
Rory McMahon was a Federal Probation officer in the Southern Districts of New York and Florida from 1978 to 1991. Between 1990 and 1998, Mr. McMahon was an instructor and Department Chair of the Private Investigative Services Program at City College in Ft. Lauderdale. McMahon has been the President of R.J. McMahon and Associates, Inc. since 1991.
Mr. McMahon was a founding father of the Florida Association of Licensed Investigators and is the former Southeast Region Director for the National Association of Legal Investigators (NALI). In 1997, he passed the rigid requirements to become certified as a Legal Investigator. Two years later, he became a Florida Certified Investigator through FALI. In January 2000, Mr. McMahon was recognized as a Board Certified Criminal Defense Investigator by the Criminal Defense Investigation Training Council, and was also named to the CDITC Board of Directors. Mr. McMahon is also the author of several practioner manuals and academic books on investigative topics.
Mr. McMahon is experienced in all aspects of private investigations, with specialized emphasis in insurance and criminal defense cases.
Brenda K. Prestigiacomo
Brenda Prestigiacomo is the Principal Owner of 1st Class Insurance, Inc. in Clearwater, Florida. She has been with the insurance industry for over 30 years. As an insurance professional, Brenda has been involved with the complete underwriting and marketing of new and renewal Property and Casualty, Health and Life Insurance policies throughout Florida and the country. Brenda also has extensive experience with PEO’s and Payroll Management companies.
In her time working to improve the bottom line of both large, as well as small, employers in the Security Guard and Protective Services industry, along with other lines of businesses, Brenda has helped them in some areas such as: workers' compensation, liability insurance, health insurance, the underwriting of commercial loan packages, and the evaluation of client loss runs.
Brenda is a graduate of Stratford College, with a degree in Human Relations. She holds both a 220 and 218 Insurance license, and is a graduate of the Principals of Casualty Insurance and Surety Bonds program, and the Professional in Insurance Account Management, which as earned her the professional designations of (CPIW) “Certified Professional Insurance Woman” and (PIAM) Professional Insurance Account Management.
Brenda also donates her time, and serves as a Board of Director for 3 not for profit organizations which specialize in low income housing, medical aid and counseling, and veteran’s assistant programs.
Benjamin E. Poitevent, Esq.
Our lobbyist for FALI and FASCO, is a former FDLE Special Agent, Assistant State Attorney, Assistant Attorney General and Senior Counsel for the Division of Licensing, during which he drafted Ch. 493. Ben served on the FALI Board of Directors for four years, is a licensed private investigator and the owner of Poitevent Investigations in Tallahassee. Ben received his undergraduate and law degrees from FSU and is a graduate the US Secret Service VIP Protective Operations program. He is retired from the state of Florida and the US Army. His last duty assignment was as Operations Officer, CID Detachment, Jacksonville, Fl. He is also the senior member of Poitevent Consulting, serving the investigative, security and recovery industries in legislative and executive branch lobbying, agency regulatory compliance assessments, risk management, and licensee disciplinary matters.
James K. Richards
James K. Richards, CPA, is the Controller of Critical Intervention Services and all related entities. Prior to joining CIS, Jim has been the managing partner of a regional CPA firm in Boston, Massachusetts, currently in the Top 50 firms in that area. In addition to his public practice experience, Jim was the CFO of a regional multi-location personal service business and commercial real estate developer. Through his experience in both accounting for the private and public sectors, Jim has attained extensive experience in all aspects of business management including business planning, financial projections, financial and growth analysis, cost analysis, cash flow management and financing.
In addition to Jim's education at Suffolk University, Jim is a Massachusetts licensed Certified Public Accountant, member of the American Institute of CPA's and the Massachusetts Society of CPA's. Jim was previously also a registered Quick Books Professional Advisor and Registered Investment Advisor (RIA).
As Controller of CIS, Jim is responsible for all financial and administrative aspects of the Company and related entities.
Capt. Rick Neal (ret), PPS
Rick Neal is a recently retired Captain of Special Operations/SWAT for a large sheriff's office in Florida. A 30-year veteran of law enforcement, he has worked as a detective and commander in Vice/ Narcotics and Major Crimes (Robbery/ Homicide). He also served 24 years as a member of the SWAT Team, evolving from lead penetrator to team leader and commander.
He has been the local Officer-In-Charge for several high-profile protective details, including sitting and former U.S. Presidents (Pres. George W. Bush, Pres. George H. Bush) and Vice-Presidents, their wives, and numerous governors and other dignitaries. He also has planned, coordinated and executed several high-threat protective details for state's witnesses and high-risk prisoner transports and extraditions.
Neal, who holds a B.S. degree and is a candidate for his Master's, has received basic and advanced training from the U.S. Secret Service, FBI, U.S. Dept. of State, and ABTF. In 2006 he was selected by the USSS as the only Florida officer to attend its prestigious week-long Command Officer's Protective Course in Washington D.C. and Beltsville, Md. He also is a certified Personal Protection Specialist through both the world-famous Executive Protection Institute and the Sexton Executive Security Training Academy.
He has conducted Dignitary/ Executive Protection courses throughout the U.S., from San Diego, CA, to New Orleans and the metro Washington, D.C., area, where he is also licensed. He remains active in executive protection, and recently headed a protective detail for members of the judiciary at the Presidential Inauguration in January.
A FALI member, he is currently the president of The Neal Group International, Inc., a full-service, Florida-licensed Private Investigation and Executive Protection company.
Peter J. Molinelli
Peter J. Molinelli is the managing partner of the firm’s Tampa office. His areas of practice include insurance defense, medical malpractice, and nursing home defense litigation.
Mr. Molinelli has earned numerous defense verdicts in general liability and medical malpractice involving nursing homes and assisted living facilities.
A graduate of the University of Tampa, he received a Bachelor of Science degree, cum laude, in 1992. In 1995, Mr. Molinelli earned a Juris Doctorate from Stetson University College of Law in St. Petersburg. In law school, Mr. Molinelli was President of the Moot Court Board.
Mr. Molinelli practiced law at the firm Rissman, Weisberg, Barrett, Hurt, Donahue & McLain, P.A. in Tampa before joining QPWB in 2004. He also served as a Captain in the U.S. Army, JAGC from 1995 through 2000 and is a veteran of Operation Iraqi Freedom. Mr. Molinelli is admitted to practice law before the Supreme Court of Florida, the 11th Circuit Court of Appeals, and the Middle District of Florida.
Philip J. Kantor
Philip J. Kantor is a partner in the Ft. Lauderdale office of Quintairos, Prieto, Wood & Boyer, P.A., focusing his practice on trials in state and federal courts and before arbitrators. He is particularly experienced in complex commercial litigation with an emphasis relating to cable television, intellectual property, franchise and franchise compliance, access to premises, contractual, and personal injury defense. He also advises clients on general business and transactional matters.
Mr. Kantor represents the nation's largest cable television company in South Florida. He also represents various other local cable and communication companies. He advises his communications clients on a wide-range of issues, including commercial matters representing potential cost savings and revenue generation opportunities in multiple technology environments. Mr. Kantor also counseled on a significant number of landmark cases in which he represented cable television companies and/or programmers. In addition to conventional litigation, he has handled contractual agreements with subcontractors, vendors and homeowners' and condominium associations, as well as service agreements. He has also assisted clients in buying and selling cable television systems.

Richard J. Zeitler is the owner of The Richard J. He is also a Life Underwriter Training Council Fellow. Since 1988, Rick has provided his clients with customized Employee Benefit and Executive Benefit Solutions through a unique consultative process. His agency motto “Helping you to protect your dreams… so you can sleep better at night!” is at the center of his agency’s operations as they work to improve a client’s insurance solutions while reducing bottom line costs.

Richard has been an adjunct professor in arts administration at the University of Tampa, emphasizing personnel management, finance and material resource management to enable future arts administrators, business people, military officers, and artists to effectively serve their communities and companies.
